Proof of vaccination for travel in Canada
As of October 30, 2021, all travelers 12 years of age and older departing from Canadian airports, and travelers on VIA Rail and Rocky Mountaineer trains, will be required to be fully vaccinated in order to travel. There will be a short transition period where they will be able to travel if they show a valid COVID-19 molecular test done within 72 hours of travel as an alternative to providing proof of full vaccination. If travelers have not already started the vaccination process, or do not start soon, they risk not qualifying for travel as of November 30, 2021.
Stream 2 of Quebec Entrepreneur Program suspended
The MIFI has extended the suspension of receipt of applications filed under Stream 2 of the Quebec Entrepreneur Program until December 31st, 2022. The program was originally scheduled to reopen on November 1st, 2021.
Changes in the Temporary Foreign Worker Program
As part of the agreement reached with the federal government last August concerning the Temporary Foreign Worker Program (TFWP), Quebec submitted a list of occupations eligible for the promised flexibilities. These changes can be summarized as follows:
- An increase in the limit of TFWs per workplace from 10% to 20% in the low-wage stream in specific economic sectors;
- An expansion of eligibility for facilitated processing to include certain low-skilled occupations (National Occupational Classification C level);
- An exemption from job posting and demonstration of recruitment efforts requirements for certain low-skilled and unskilled occupations (Level D);
- An exemption from the application of refusal to process for certain micro-economies.
In the coming weeks, these temporary changes will be implemented by the federal government and will remain in effect until December 2023.
